The Statewide Adoption Network
(SWAN)
The Statewide Adoption Network is a broad-based
cooperative effort that serves waiting children and prospective
adoptive families. The network includes: the state's 67 Children
and Youth Services (CYS) agencies, Juvenile and Orphans
Court judges, foster and adoptive parents, private and public
adoption agencies, DPW administrators and policy makers, and a
prime contractor.
Two toll-free information lines, one for parents and another
for adoption professionals, serve as gateways to identifying resources
and needs in the system. A private adoption agency selected by
DPW facilitates the effort as the prime contractor by operating
the information lines, serving as a liaison among the players
in the system, and managing subcontracts to affiliated adoption
agencies.
SWAN Is All of Us
Although the CYS system is central to the critical decision-making
in adoption, the process works best when all the key players operate
in a state of continuous communication on behalf of a waiting
child.
